Charles M. Schulz – Sonoma County Airport Emergency Contingency Plan

The Charles M. Schulz – Sonoma County Airport has prepared this Emergency Contingency Plan pursuant to §42301 of the FAA Modernization and Reform Act of 2012. Questions regarding this plan can be directed to Omar Daaboul, Assistant Airport Manager at omar.daaboul@sonoma-county.org. The Charles M. Schulz – Sonoma County Airport is filing this plan with the Department of Transportation because (1) it is a commercial airport and (2) this airport may be used by an air carrier described in USC 42301(a)(1) for diversions.

This plan describes how, following excessive tarmac delays and to the extent practicable, the Charles M. Schulz – Sonoma County Airport will:

• Provide for the deplanement of passengers;

• Provide for the sharing of facilities and make gates available at the Airport; and

• Provide a sterile area following excessive tarmac delays for passengers who have not yet cleared United States Customs & Border Protection (CBP).

The Charles M. Schulz – Sonoma County Airport has facility constraints that may limit our ability to accommodate diverted flights or maintain the Airport’s safe operation and strongly encourages aircraft operators to contact the Charles M. Schulz – Sonoma County Airport at (707) 565-7243 for prior coordination of diverted flights, except in the case of a declared in-flight emergency. Specific facility constraints include the following:

• Runway 14/32 length 6000 feet
• Runway 14/32 weight restrictions S-120, D-184, 2S-300
• Runway 2/20 length 5202 feet
• Runway 2/20 weight restrictions S-109, D-154, 2S-254
• No international passenger processing facilities
• ATC Operational 0700 – 2000 (PST)

We have noted these constraints in the Charles M. Schulz – Sonoma County Airport’s Airport/Facility Directory record. During diversion events the Airport will issue NOTAMs regarding its ability to serve the civil aviation needs of the public during irregular operations events.

In the event of diversion or other irregular operations events, aircraft operators should contact the Airport Duty Phone at (707) 484-0236 where Airport staff is available from 0500 to 2300. After hours, aircraft operators should contact the on-site Security at (707) 483-5907 (2300 to 0500) If no response please contact the Sonoma County Sheriff’s Dept. at (707) 565-2121. The Sheriff’s Department works closely with the Airport and has 24/7 contact information for the Airport Manager.

Plan to Provide for the Deplanement of Passengers Following Excessive Tarmac Delays

The Charles M. Schulz – Sonoma County Airport has limited equipment and personnel needed to safely deplane passengers from air carrier aircraft. The Charles M. Schulz – Sonoma County Airport will utilize this equipment to deplane passengers as soon as practicable after receiving requests from such airlines at the contact number listed above. The Charles M. Schulz – Sonoma County Airport will also provide a list of fixed based operators and others who may have the necessary equipment and personnel to safely deplane passengers to airlines as soon as practicable after receiving requests from such airlines experiencing excessive tarmac delays at the contact number listed above.

Plan to Provide for the Sharing of Facilities and Make Gates Available in an Emergency

The gate at the Charles M. Schulz—Sonoma County Airport is under a common use gate agreement to air carriers and is controlled by the Airport. The Airport uses ground boarding at all gates rather than passenger boarding bridges which facilitates the sharing of gate facilities. We will direct our common use air carrier users to make gates and other facilities available to an air carrier seeking to deplane at a gate to the maximum extent practicable. 3 Plan to Provide a Sterile Area For Passengers Who Have Not Cleared United States Customs & Boarder Protection The Charles M. Schulz—Sonoma County Airport does not have international passenger processing facilities. We will coordinate with local CBP and law enforcement officials to identify suitable areas and procedures for establishing a temporary sterile area or bus transport into which international passengers on diverted aircraft who have not yet cleared United States Customs and Border Protection can be deplaned. Once these efforts are complete, we will coordinate with local CBP officials to develop procedures that will allow international passengers who have not yet cleared United States Customs and Border Protection to be deplaned in this method to the extent possible. Public Access to the Emergency Contingency Plan The Charles M. Schulz – Sonoma County Airport will provide public access to the Emergency Contingency Plan through the following means:

• Posting in a conspicuous location on the Airport website (www.sonomacountyairport.org)
• Providing copies at the Airport Manager’s Office.
