Federal and state laws require review and analysis of projects under consideration that may affect the environment. In accordance with the California Environmental Quality Act (CEQA), the DEIR document describes the proposed project, the existing environmental conditions, the impacts from construction and operation of the proposed project, as well as mitigation measures to reduce or eliminate impacts. Information in the DEIR enables decision-makers, interested parties and the public to evaluate the proposed project and its environmental effects. The period for making official public comments about the DEIR closed on September 19, 2011 at 5 PM PDT.
