Community Advisory Committee (CAC)
The Charles M. Schulz - Sonoma County Airport Master Plan Update Community Advisory Committee (CAC) has been formed by the Sonoma County Board of Supervisors to advise and assist the Airport staff and master plan consulting team by communicating community feedback on potential changes and impacts from the proposed Airport master plan update. The CAC is an advisory body only and is responsible to the County's Airport Facilities Manager.
The Project
The Master Plan update project entails the preparation of a new airport master plan to replace the existing master plan adopted in December 1998. The master plan update is intended to guide the development of the Airport over the next twenty years, and will be based, in part, on the guidelines set forth in Federal Aviation Administration Advisory Circular (AC) 150/5070-6B, Airport Master Planning. The study will incorporate the findings and recommendations of the Airport Layout Plan Narrative Report and Technical Study (August 2004), the Analysis of Runway Safety Area Conformance (April 2003), and the New Passenger Terminal Study (August 2002). It will also consider recommending changes to the Sonoma County General Plan, the General Plan Air Transportation Element, and the Comprehensive Airport Land Use Plan foe Sonoma County (January 2001).
Mission Statement
The mission of the CAC is to advise the County's Airport staff and master plan consultants on issues of community interest with respect to providing safe, efficient and convenient air transportation for Sonoma County residents and businesses, while at the same time maintaining and respecting the interests of the Airport's neighbors and the environment.
Objectives
The objectives of the CAC are:
- Receive general community feedback on potential changes and impacts from the proposed airport master plan update and communicate this information to the Board of Supervisors
- Afford the opportunity for active and meaningful community outreach and public participation in the airport master planning process
- Advise staff on issues relating to community outreach and information, and intergovernmental/agency communication

The CAC will elect a Chairperson at its first meeting. The Director of Public Works and Airport Manager will serve as ex officio members of the CAC.

Appointment and Term
Members will be confirmed by the Board of Supervisors upon appointment by their respective organizations. The term of appointment will be one year (the anticipated duration of the master plan project).
Meetings
CAC meetings will be held bimonthly for the duration of the master plan project. A maximum of six meetings will be held, including an initial orientation meeting to introduce project personnel, project goals and expectations, schedules, previous studies, and key decision points. At the orientation meeting basic meeting rules and procedures will be discussed. The time, date and place of the meetings will be determined as required by the needs of the project and announced to the public in a timely manner. Meetings will last for two hours, unless otherwise specified.
Notice of Meetings
Notice of any regular or special meetings of the CAC will be given in accordance with the requirements of the County of Sonoma for noticing such meetings.
Staff Support
Airport staff will provide general administrative and secretarial support to the CAC, including:
- Publishing, mailing, and posting agendas and meeting notices
- Distributing agenda packages to CAC members
- Receiving and preparing correspondence on behalf of the CAC
- Taking and preparing draft and final meeting minutes, including any public testimony
- Managing and maintaining CAC files
The airport master plan consultants will work with the airport staff to:
- Prepare meeting agendas
- Make project progress reports and technical presentations to the CAC
- Respond to master plan technical issues and concerns raised by the CAC
